Hanover
Park Offers Leaf Disposal Information
October 15, 2003
Immediate
The Village of Hanover Park would like to remind residents that
depositing leaves on public property is prohibited. Violators face a
minimum $100 fine. Raking leaves into streets interferes with the
Village’s street-sweeping. Large quantities of leaves in the street also
increase the potential for flooding because storm sewer inlets can
easily become clogged.
Hanover Park residents have three options for leaf disposal:
Create a backyard composting area where your fall leaves can
gradually "ripen" and turn into rich mulch for next spring’s flower
and vegetable gardens.
Mulch leaves by running them over with a lawn mower. Leaves
mulched in this way can be used around shrubs.
Place leaves in a yardwaste container, attach a yardwaste sticker
($1.57 per sticker) and leave them at the curb for pickup by BFI. If a
company other than BFI collects your household refuse, contact them
directly for yardwaste collection information.
We encourage you to use either the first or second option. The
ever-increasing cost of disposing leaves at a landscape waste facility
is greater than disposing garbage at a landfill.
BFI’s final yardwaste collection day is Saturday, November 29, 2003.

5: Teamsters and the Waste Haulers Association Reach Agreement
October 10, 2003
Immediate
Teamsters Locals 731 and 301 have approved an agreement with the
Waste Haulers Association which concludes the nine day garbage strike in
the Chicagoland area.
Now that the contract is approved, BFI Waste Systems will provide
full service – garbage, recycling and yardwaste collection – on Friday,
October 10, 2003 for Village residents.
The Village thanks residents for their patience during this
inconvenience.

4: Teamsters and the Waste Haulers Association Reach Tentative Agreement
October 9, 2003
Immediate
Teamsters Locals 731 and 301 have approved an agreement with the
Waste Haulers Association which should conclude the eight day garbage
strike in the Chicagoland area. The Union members must vote on the
latest contract proposal this afternoon from 1:00 pm to 5:00 pm.
If the contract is approved, BFI Waste Systems anticipates providing
full service – garbage, recycling and yardwaste collection – on Friday,
October 10, 2003 for Village residents.
If the contract is not approved, BFI Waste Systems will provide
"garbage only" collection in Hanover Park on Friday, October 10, 2003.

newspapers for updated information as it becomes available. The Village

3: BFI Resumes Limited Collection Service
October 6, 2003
Immediate
BFI has informed the Village of Hanover Park they will resume garbage
collection on a limited basis. BFI anticipates resuming "garbage only"
collection in Hanover Park on Friday, October 10, 2003.
Please hold all recyclables and yardwaste until further notice. Place
your recyclables in clear plastic bags or brown paper grocery bags if
bins are full.
Continue to monitor our web site, Cable Access Channel 17 and local
newspapers for updated information as it becomes available.

2: Refuse Hauler's Strike Continues
October 3, 2003
Immediate
Due to the Refuse Hauler’s strike by Teamsters Local 731 and 301,
there will be no refuse, recycling or yardwaste collection in the
Village on Friday, October 3, 2003. At this time, we do not know when
collection service will resume.
The Village requests residents remove any refuse, recyclables or
yardwaste placed at the curb for today’s collection. During this work
stoppage, we ask for your patience. Place perishables in double bags or
in containers with tight fitting lids. Recycle as much as possible. Use
brown paper grocery bags to store recyclables if your bins are full.
Please check the cable access Channel 17 or the website for further
information as it becomes available. We apologize for the inconvenience
caused by this refuse hauler’s strike by the Teamsters.
The Village will continue to investigate contingency plans to protect
resident public health and safety.

Collection Strike Impacts
Village of Hanover Park

Immediate
If the Teamsters Local 731 and 301 representing employees of refuse
collection companies continue to proceed with a strike, garbage
collection in the Village of Hanover Park will be impacted. The Village
contracts with Allied Waste Services, Inc. (doing business as BFI) for
scavenger service including refuse and recycling collection. The Union
announced the strike October 1, 2003.
The Village will stay in contact with Allied Waste representatives on
a daily/hourly basis. If the strike continues, refuse collection will
not occur, for single family properties, on the regularly scheduled
Friday collection day. If the strike were to be settled, pick up could
extend to the following day(s).
During this work stoppage, residents are encouraged to pay special
attention to their garbage. Recycle as much of the material as possible.

will reduce the refuse nuisance caused by the strike.

Park Brush Pickup Program

The Hanover Park Village Brush Pickup
Program will take place in October. Residents should refer to the
2003 Village Calendar for specific information about the program.
Set-Out Time
Brush can only be set out two days prior
to 7:00 am on your pick up day. Please do not put brush out
after 7:00 am on the first day of your collection cycle. Hold it
for the next scheduled pickup. The Village incurs considerable
cost returning to an area to collect brush set out after the first day
of the collection cycle. It may take more than one day to pick up
all the brush in a designated area. If brush is not picked up on
the first day, it will still be picked up.

Hanover
Park Offers Free Wood Chips to Residents
September 15, 2003

The Village of Hanover Park will deliver
loads of wood chips, a by-product of the Village’s brush pick up
program, to residents free of charge.
Each load will average about four cubic
yards – enough to fill an area six feet by six feet by three feet high
(6’ x 6’ x 3’). The Public Works Department will deliver the wood
chips and will dump them in the driveway only. Wood chips will not
be dumped on driveway aprons, sidewalks or lawns.
Please stop by the Public Works facility
at 2121 W. Lake Street before ordering to take a look at the wood chips.

Honorary
"Freedom Way" Dedication and
9-1-1 Remembrance Ceremony

The Village of Hanover Park will hold an Honorary "Freedom Way"
Dedication and 9-11 Remembrance Ceremony on Thursday, September 11, 2003
at 7:00 pm. The event will be held at the Mallard Lake Bike Path
Trailhead parking lot at the southeast corner of Greenbrook Boulevard
and Arlington Drive.
At the September 4, 2003 Board Meeting, the Village President and
Board of Trustees approved a Resolution renaming Greenbrook Boulevard as
honorary "Freedom Way". In December 2001, the Village established a
Patriotic Banner Program and created a "Freedom" theme along the
Greenbrook Boulevard corridor with the four freedoms, Freedom of Speech,
Freedom of Worship, Freedom from Want and Freedom from Fear. To carry
the freedom theme further, Greenbrook Boulevard was renamed as honorary
"Freedom Way" to recognize the sacrifices of Village residents who have
served our Country to preserve our freedoms.
Any residents interested in becoming members of the Freedom Way Ad
Hoc Committee can contact Trustee Rod Craig at (630) 372-4203. A Freedom
Way Ad Hoc Committee meeting has been scheduled for October 9, 2003 at
7:00 pm in Room 131 at the Village Hall. The purpose of the meeting is
to initiate the planning of an event for 2004 Memorial Day to honor
those who served our Country to preserve our freedoms.

Hanover Park Wins Salt Storage “Excellence” Award

The Village of Hanover Park has been honored for having one of North
America’s best salt storage programs. Thirty–eight government agencies
in North America received the 2003 Excellence in Storage Award from the
Salt Institute. The award recognizes high standards of environmental
consciousness and effective management of winter materials storage.
"The Village of Hanover Park has gone well beyond the basics of
storing salt on an impervious pad and preventing rain and snow from
falling on the storage pile," noted Salt Institute President Richard L.
Hanneman in announcing the winners at the American Public Works
Association Congress in San Diego. "The Village of Hanover Park has a
beautiful and functional storage building, but this award recognizes the
nuts and bolts of sound materials storage and the safety practices that
protect the workers in this facility. The award isn’t for architectural
excellence; it’s for superior environmental performance. The Village of
Hanover Park has an outstanding program. We are proud to have them
recognized as a model for all our customers in how to store salt in an
environmentally safe manner."
The Excellence in Storage Award is part of the Salt Institute’s
Sensible Salting Program – an educational program for its customers on
how to store and apply salt in an environmentally sound manner. In the
award competition’s 16 years, there have been less than 100 "excellent"
programs recognized. Eight programs won the award for the first time and
another thirty were cited for "continuing excellence" in maintaining
high standards.
Every year about 15 million tons of deicing salt is applied to
roadways in the U.S. and another 5 tons in Canada. Applying salt reduces
injury accidents by 88% and pays for itself in a half hour in terms of
avoided crashes.

Maxwell Street, the Village’s semiannual community garage sale and
flea market, will be held Saturday, September 20, 2003 in the commuter
lot at Lake Street and Barrington Road. This event will take place from
9:00 am to 4:00 pm.
Spaces are allocated on a first-come, first-served basis with a limit
of two spaces per vendor. Applications for spaces are available at the
Village Hall. Each space is 9 feet wide by 18 feet deep for $15.
Sale of live animals is prohibited. Absolutely no food products can
be sold without Village approval.
Maxwell Street West provides a great opportunity for people who have
items they would like to sell but do not want to have a garage sale!

Joins Cape Coast Sister City To Combat HIV/AIDS In Africa

The U.S. State Department Bureau of Educational and Cultural Affairs
announced recently that Hanover Park would receive a $17,500 grant to
develop HIV/Aids awareness and educational programs in its Sister City
of Cape Coast, Ghana in West Africa. Hanover Park’s grant is one of only
7 such awards issued to Sister Cities organizations with African
partners.
The program is designed to be implemented easily and to be
sustainable, with special emphasis on fostering awareness of risk, and
promoting behavior changes crucial to control and eventual eradication
of the disease. Education strategies include teaching prevention to
people who don’t believe it can happen to them or believe that infection
is inevitable; stigma reduction strategies for people living with
HIV/AIDS; as well as engagement of political, religious, cultural and
other leaders in public education efforts; grassroots mobilization and
advocacy.
There will be a three-prong approach: 1) educational opportunities
with high school students; 2) partnering with local clinics and the
hospital to reach the adult population, to include pro-active outreach
to parent’s organizations, civic groups and religious congregations, not
just to those who reactively seek information from medical providers; 3)
addressing home healthcare needs of the afflicted as well as family
members, especially minor children.
As a first step in officially implementing the grant, Dr. Kobina
Bentsi-Enchill, chairperson of the Cape Coast HIV/Aid Committee, will
spend two weeks in Hanover Park and the surrounding area, observing
programs at Alexian Brothers Bonaventure House, Open Door Clinic and
BE-HIV, as well as meeting with a variety of local suburban healthcare
professionals.
The people-to-people friendship between Hanover Park and Cape Coast
began in July 1991, and has encompassed educational, humanitarian, and
cultural exchanges. The Village of Hanover Park regularly sends
shipments of relief goods to its Sister City, including clothing, text
and reading books, educational material, and computer equipment. Medical
supplies and equipment are donated through the auspices of local
doctors, Alexian Brothers Hospital and Illinois Partners for Global
Health.
The committee meets the second Thursday of each month, and the public

Park Accepting Applications for its Citizens’ Police Academy

The Hanover Park Police Department is now taking applications for its
annual Citizens’ Police Academy. Classes will be held at the Hanover
Park Police Station every Tuesday night from 7:00 pm until 9:30 pm
beginning Tuesday, September 16, 2003 through Tuesday, November 18,
2003. The Citizens’ Police Academy is designed to give participants a
first hand look at the various aspects of police work.
The Citizen’s Police Academy is an opportunity for citizens to gain
insight into the duties of police officers, while providing responsible
citizens with comprehensive knowledge of police operations, practices
and objectives. Participants in the Academy learn how they can help keep
the community crime free and become resources for improved
community/police involvement.
Participants will gain in-depth knowledge about the criminal justice
system, the operational guidelines of police agencies, ways to resist
crime, and how to take appropriate security measures. The Academy is
taught by Hanover Park Police Officers.
Hanover Park residents interested in participating in the Citizens’
Police Academy must be at least twenty-one (21) years of age and will
need to complete an application form and pass a criminal background
check. The Citizens’ Police Academy will be limited to twenty (20)
participants per class and will culminate in a graduation ceremony.

National Night Out – Tuesday August 5,

The Hanover Park Police Department, Park District, Fire
Department and Lions Club will be hosting the National Night Out
celebration Tuesday, August 5 from 5:30 pm to 7:30 pm at Seafari Springs
Water Park. The park is located just east of the intersection of
Greenbrook and County Farm Roads.

These festivities, which are geared for the entire family, will be
followed by a "Flick and Float" movie viewed inside the pool area. The
movie will be presented from 8:00 pm to 10:00 pm.
The Police Department hosts this event to foster better relationships
with members of the community, to take a stand against crime, and to
encourage residents to get to know their neighbors by spending an
evening outdoors.
The National Night Out Program was developed to help reduce
neighborhood crime by encouraging residents to watch out for each other
and themselves.

Days Picnic

The Hanover Park Police Department along with the Fire Department and
Park District will be hosting a free COPS Days Picnic in Laurel Hill
School, located at 1750 Laurel Avenue on Wednesday, July 23, 2003 from
5:00 pm to 7:30 pm The picnic will include a clown, arts and crafts,
children's games and refreshments. This is the seventh year of COPS Days
picnics and these festivities are geared for the entire family.
The Police Department hosts these picnics to foster better
relationships with members of the community and to encourage residents
to get to know their neighbors.

Lake
Street Reconstruction Starts June 23, 2003

Immediate
The Illinois Department of Transportation has awarded a contract in
the amount of $13.2 million to Martam Construction for the widening and
reconstruction of Lake Street from the Elgin/O'Hare Expressway to East
Bartlett Road. The project is scheduled to start June 23, 2003, and be
completed by June of 2005. The roadway will be widened from four to six
lanes for the section from Elgin/O'Hare Expressway to Church Street, and
will be widened to five lanes west of Church Street. Other improvements
include roadway lighting, a ten foot bike path, and a new traffic signal
at the intersection of Lake Street and Center Avenue. Also the entrance
to the Hanover Park Village Hall will be realigned to take advantage of
the new Center Avenue traffic signal. Initial work which the contractor
will undertake includes: tree removal, temporary traffic signals,
temporary pavement widening on the south side of Lake Street, and
extensive utility relocation work. The bulk of the actual roadway
reconstruction work will take place during 2004.
The 45 space commuter parking lot at the southeast corner of County
Farm Road and Lake Street will be closed permanently starting June 23,
2003. On June 24, 2003, some of the spaces along Lake Street in the main
commuter lot may be closed each day.

Park Fire Department Offers First Aid Classes
June 10, 2003

The Village of Hanover Park Fire Department is offering first aid
classes to residents of the Village. Classes will be held on a quarterly
basis. The first class is scheduled for July 25, 2003. The class meets
from 6:30 pm to 10:00 pm. Participants completing the class will receive
their first aid certification card, which will be valid for a period of
two years.
There is a minimum of five and a maximum of 15 students. Interested
residents need to register for classes by calling Karen Driscoll at
(630) 736-6803 between the hours of 8:00 am and 4:30 pm.

of Achievement for Excellence In Financial Reporting
Awarded to the Village of Hanover Park

The Certificate of Achievement for Excellence in Financial Reporting
has been awarded to the Village of Hanover Park by the Government
Finance Officers Association of the United States and Canada (GFOA) for
its comprehensive annual financial report (CAFR). The Certificate of
Achievement is the highest form of recognition in the area of
governmental accounting and financial reporting, and its attainment
represents a significant accomplishment by a government and its
management.
This award is presented to Joan M. Rock, Assistant Finance Director.
The CAFR has been judged by an impartial panel to meet the high
standards of the program including demonstrating a constructive "spirit
of full disclosure" to clearly communicate its financial story and
motivate potential users and user groups to read the CAFR.
The GFOA is a nonprofit professional association serving
approximately 14,000 government finance professionals with offices in
Chicago, Illinois and Washington, D.C.

Recognize PACT Camp Participants

Homemade Flag Flies on Combat Missions with Troops in
Afghanistan
Annually, the Hanover Park Police Department hosts the
Police and Children Together (PACT) camp for at-risk children 10 – 12
years of age from the Tri-Village area.
Last summer, the camp’s theme was patriotism. A primary
project was the creation of an American Flag. The intent of the flag was
to convey a message of support and gratitude to the military troops
engaged in Operation Enduring Freedom. The 3’ x 5’ flag contained hand
prints cut from red cloth to make the stripes of the flag on which the
children wrote messages of thanks, support and gratitude to the military
troops.
The flag was taken to a base in Bishkek, Kyrgystan in
Afghanistan where multi-national troops conducted air combat missions.
The troops were so impressed with the flag and its heartfelt messages of
support and encouragement; they took the flag along with them as they
flew their missions. The troops photographed the flag as it traveled to
different locations.
Thursday evening, March 20, 2003, at 7:30 pm in the
Village Board Room, the Police Department will put on a Power Point
presentation depicting the events involved in the production of the
flag, it’s presentation to an American Airlines commercial pilot who is
also a member of the South Carolina Air National Guard, the flag’s
travels during Operation Enduring Freedom and it’s successful return to
the Chicagoland area.

Park Appoints New
Director of Community Development

Immediate
Following a national search, Patrick Grill is appointed
Community Development Director for the Village of Hanover Park effective
March 24, 2003. Mr. Grill is presently the Community Development
Director for the Village of Carpentersville, Illinois and has served in
that position since 1998. Previously he was Assistant Community
Development Director in the Village of Addison.
Patrick Grill has a Master’s Degree in City and Regional
Planning from the University of Memphis, Tennessee. Mr. Grill has
experience with planning, zoning, economic development, housing,
building, and code enforcement functions. His experience will be an
asset to the Village in the future development of the Village Center.
Mr. Grill is also a member of the American Institute of Certified
Planners (AICP) and the American Planning Association.
Patrick Grill’s salary is $85,500 per year.

Hydrant Flushing Begins in April
Release Date: March 11, 2003
Immediate
Starting Monday, April 7 through April
18, the Village Water Division will be flushing hydrants throughout the
Village. The flushing will occur between the hours of 6:00 am -
2:00 pm. Notices will be posted in designated areas prior to
flushing.
Residents should not wash laundry
during the flushing hours as rust staining of clothing may result.
Resident with water softeners are encouraged to check the cycle time of
their softeners so that the unit does not regenerate during this period.

Honors Award Winners and Volunteers

On Friday, January 31, 2003 the Village
of Hanover Park held its third annual Awards Night. Mayor Irv Bock, the
Village Clerk and Village Trustees presented awards and recognized a
host of Village volunteers and others who serve the Hanover Park
community.
Among the awards presented were the 2002
Humanitarian Award, Youth of the Year, Business of the Year and Minority
Scholarships. Also recognized were Village Committee members,
Police Department Volunteers, Citizen’s Police Patrol, 2002 Citizens
Police Academy graduates, the 2002 Appearance Award winners, and the
businesses who have contributed to the Village’s Corporate Partnership
Program.
Humanitarian Award
Each year, the Village of Hanover
Park’s Human Relations Committee presents the Hanover Park
Humanitarian Award to an individual or group who has served the
community through humanitarian efforts. This year the Human
Relations Committee presented its award to Sonya Crawshaw in
recognition of her work with the Hanover Park community.
Mrs. Crawshaw has been an active volunteer reading to students at
Einstein Elementary School, teaching English to Korean students at the
Schaumburg Township Library and has organized the Lions Club annual
Christmas gift drive for many years. She is actively involved in
promoting the United Way serving residents in the Tri-Village area.
Mrs. Crawshaw was also involved with the Village from 1973 to 1997 as
both Village Clerk and Village President. She currently serves
as a Trustee for the Hanover Park Fire Protection District.
Youth of the Year
This program is designed to recognize
and encourage excellence in the young people of Hanover Park.
Each year young people are judged on heroism, community service,
service to school, personal achievement and family commitment.
And, each year a high school senior is selected as the Hanover Park
“Youth of the Year”.
This year there were ten applicants
judged by Village Elected Officials. The two runners up,
receiving $500 scholarships were, Elizabeth McBride (Schaumburg High
School) and Josh Urban (Lake Park High School). The 2002 Youth
of the Year was Omair Akhtar (Streamwood High School) who received a
$1,000 scholarship.
Minority Scholarships
Each year the Village Human Relations
Committee presents two minority scholarships for continued education
to high school seniors. This year, the Committee presented
$1,000 scholarships to both Heather Abiera (Bartlett High School) and
Brittany Reeves (Hoffman Estates High School).
Business of the Year
The “Mayor’s Choice Business Award”
program was developed by the Village’s Economic Development Committee
to recognize outstanding achievement in the business community within
the Village. The winner of the 2002 Mayor’s Choice Business
Award was Mac’s Specialty Machine, Inc (located at 1134 Lake Street).
Nominees for the award included: Cub Foods, Denny’s Restaurant,
First Eagle National Bank, Fisher Scientific, Fuji Photo Film,
Kanakmal Jain, M.D., S.C., Mariscos El Amigo Restaurant, Shell Gas,
Two Seasons Cycle & Ski, and Tradewinds Shoe Repair.
