Effective 3:00pm Sunday, October 17, the boil order for the Village of Hanover Park, previously issued on Friday, October 15, has been lifted. All samples taken at the Village storage facilities and routine sample sites on Friday and Saturday have shown no presence of bacteria.
Village staff is confident the boil order was caused by problems at the sample site or the testing procedures and not by contaminated public water supply.
We thank you for your patience in resolving this issue. We apologize for any inconvenience this may have caused.
There is no need for residents to flush their water lines.

DRINKING WATER ALERT -- BOIL YOUR WATER BEFORE USING
Fecal coliform bacteria were found in 2 samples of water supply on October 14, 2004. This bacteria can make you sick and is a particular concern for people with weakened immune systems.
What should I do?
DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST.
Bring all water to a boil, let it boil for 3-5 minutes, let cool before using, or use bottled water. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Boiling kills bacteria and other organisms in the water.
Fecal coliforms are bacteria whose presence indicates that the water may be contaminated with human or animal wastes. Microbes in these wastes can cause diarrhea, cramps, nausea, headaches, or other symptoms. They may pose a special health risk for infants, young children, and people with severely compromised immune systems.
The symptoms above can result from many causes other than being caused by organisms in drinking water. If you experience any of these symptoms and they persist, you may want to seek medical advice. People at increased risk should seek advice about drinking water from their health care providers.

Bacterial contamination can also happen due to a break in the distribution system or through a cross-connection.
Village staff is inspecting the two sites for possibilities of cross-contamination and is taking samples in the immediate area per IEPA regulations. We will inform you when tests show no bacteria and you no longer need to boil your water. We expect the boil order to remain in effect until Monday, October 18.

The Village of Hanover Park would like to remind residents that depositing leaves on public property is prohibited. Violators face a minimum $100 fine. Raking leaves into streets interferes with the Village’s street-sweeping. Large quantities of leaves in the street also increase the potential for flooding because storm sewer inlets can easily become clogged.
Hanover Park residents have three options for leaf disposal:
We encourage you to use either the first or second option. The ever-increasing cost of disposing leaves at a landscape waste facility is greater than disposing garbage at a landfill.

The Hanover Park Village Brush Pickup Program will take place in October. Residents should refer to the 2003 Village Calendar for specific information about the program.
Set-Out Time
Brush can only be set out two days prior to 7:00 AM on your pick up day. Please do not put brush out after 7:00 AM on the first day of your collection cycle. Hold it for the next scheduled pickup. The Village incurs considerable cost returning to an area to collect brush set out after the first day of the collection cycle. It may take more than one day to pick up all the brush in a designated area. If brush is not picked up on the first day, it will still be picked up.

The Village of Hanover Park will deliver loads of wood chips, a by-product of the Village’s brush pick up program, to residents free of charge.
Each load will average about four cubic yards – enough to fill an area six feet by six feet by three feet high (6’ x 6’ x 3’). The Public Works Department will deliver the wood chips and will dump them in the driveway only. Wood chips will not be dumped on driveway aprons, sidewalks or lawns.
Please stop by the Public Works facility at 2121 W. Lake Street before ordering to take a look at the wood chips.

On Thursday, September 2, 2004, the Village Board approved an Eagle Scout service project proposed by Hanover Park resident Tom Fitzpatrick of Boy Scout Troop 191. Mr. Fitzpatrick and the scouts from Troop 191 plan to paint the fire hydrant hose caps of nearly 260 fire hydrants in Hanover Park south of Schick Road. The fire hydrant hose caps will be painted one of four colors to correspond with the different sizes of water main lines to indicate the hydrant's available water flow. The four different colors to be used to identify the hydrants are: yellow for six inch lines, brown for eight inch lines, light blue for ten inch lines, and green for twelve inch or greater lines.
The painting of the fire hydrant hose caps will greatly assist firefighting forces with the identification of a particular fire hydrant's available flow when fire emergencies arise. Based upon the success of this project, the Village would look forward to continuing the fire hydrant painting program throughout the other sections of the Village. Mr. Fitzpatrick's project is scheduled to be completed on September 12, 2004 with a possible rain date of September 18.

The Government Finance Officers Association of the United States and Canada (GFOA) is pleased to announce that the Village of Hanover Park has received the GFOA’s Distinguished Budget Presentation Award for its budget. This is the 14th consecutive year the Village of Hanover Park has received this award.
The award represents a significant achievement by the Village. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as:
Budget documents must be rated "proficient" in all four categories to receive the award.
When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Recognition for Budget Presentation is also presented to the individual or department designated as being primarily responsible for its having achieved the award. This has been presented to the Budget Review Team: Village Manager Marc Hummel, Assistant Village Manager Mark Masciola and Finance Director Harry Sakai.
Since the inception of the GFOA’s Distinguished Budget Presentation Awards Program in 1984, approximately 900 entities have received the Award. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.
The Government Finance Officers Association is a nonprofit professional association serving 14,000 government finance professionals throughout North America. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.

The Hanover Park Police Department is scheduled for an on-site assessment as part of a nationally recognized program to achieve accreditation by verifying that it meets professional standards.
Administered by the Commission on Accreditation for Law Enforcement Agencies, Inc. (C.A.L.E.A.), the accreditation program requires agencies to comply with state-of-the-art standards in four basic areas: policy and procedures, administration, operations and support services.
As part of the on-site assessment, agency employees and members of the community are invited to offer comments at a public information session, Monday, August 16, 2004 at 7:00 pm. The session will be conducted in the Village of Hanover Park Council Chambers at 2121 W. Lake Street, Hanover Park IL 60133.
Agency employees and the public are also invited to offer comments by calling (630) 372-4435 on Monday, August 16, 2004 between the hours of 1:00 pm and 5:00 pm. Comments will be taken by the Assessment Team.

The Village of Hanover Park is informing motorists that the Arlington Bridge over the west branch of the DuPage River will be closed for reconstruction beginning July 26, 2004 and continuing for approximately five weeks. During this time Arlington Drive from Greenbrook to Catalina will be closed. Motorists should use Lake Street to Arlington Drive East as alternate route.

Craig A. Haigh, Chief of the Hanover Park (IL) Fire Department has successfully completed the process that awards him the professional designation of "Chief Fire Officer". The Commission on Chief Fire Officer Designation (CFOD) met on May 18, 2004 to officially confer the designation upon Chief Haigh. Chief Haigh is one of only 412 CFOs worldwide.
The Chief Fire Officer Designation program is a voluntary program designed to recognize individuals who demonstrate their excellence in seven measured components including: experience, education, professional development, professional contributions, association membership, community involvement and technical competencies.
A Board of Review consisting of members of the fire and emergency services profession, academia, and municipal agencies review each applicant and recommends successful candidates for designation to the commission.
Chief Haigh is a 20-year veteran of the fire service beginning his career as a volunteer firefighter with the Hampton Fire Department and rose through the ranks to become Chief from 1991-1995. He also worked full time for the Rock Island Fire Department until 1995 where he served as their first EMS Coordinator and was instrumental in the development of their Paramedic program. He left Hampton and Rock Island in 1995 to become Chief of the King (NC) Fire Department where he served until he was appointed Chief to the Village of Hanover Park's Fire Department in 2002, where he now resides with his wife and two children.
Chief Haigh has a Bachelor of Science Degree in Fire and Safety Engineering from the University of Cincinnati, is a Nationally Registered Paramedic and a Field Staff Instructor with the University of Illinois Fire Service Institute.

Beginning Wednesday, June 30, 2004 and continuing for approximately four (4) weeks, the northeast permit parking lot at the Metra Commuter Station will be closed for reconstruction.
During that time, permit parking will be allowed in the lot WEST of the main entrance, which is currently the daily metered parking.

The Hanover Park Police Department will be hosting a free COPS Day Picnic at Heritage Park, located on Arlington Drive East, Tuesday, July 20, 2004 from 5:00 pm to 7:30 pm. The picnic will include a clown, arts and crafts, children's games and refreshments. This is the eighth year of COPS Days picnics and these festivities are geared for the entire family.
The Police Department hosts these picnics to foster better relationships with members of the community and to encourage residents to get to know their neighbors.

The Hanover Park Police Department is now taking applications for its annual Citizens’ Police Academy. Classes will be held at the Hanover Park Police Station every Tuesday night from 7:00 pm until 9:30 pm beginning Tuesday, September 14, 2004 through Tuesday, November 16, 2004. The Citizens’ Police Academy is designed to give participants a first hand look at the various aspects of police work.
The Citizen’s Police Academy is an opportunity for citizens to gain insight into the duties of police officers, while providing responsible citizens with comprehensive knowledge of police operations, practices and objectives. Participants in the Academy learn how they can help keep the community crime free and become resources for improved community/police involvement.
Participants will gain in-depth knowledge about the criminal justice system, the operational guidelines of police agencies, ways to resist crime, and how to take appropriate security measures. The Academy is taught by Hanover Park Police Officers.
Hanover Park residents interested in participating in the Citizens’ Police Academy must be at least twenty-one (21) years of age and will need to complete an application form and pass a criminal background check. The Citizens’ Police Academy will be limited to twenty (20) participants per class and will culminate in a graduation ceremony.

Hanover Park residents age 65 or older are invited to apply for reduced water bills. Senior citizens must apply for this water bill exemption by July 1, 2004. The exemption is good for one year and must be renewed each year.

The Hanover Park Police Department will be holding its annual Police Auction on May 15, 2004. This auction will be held jointly by the Hanover Park and Bartlett Police Departments and will begin at 9:00 am; previewing will start at 8:00 am.
The auction will be held in the Hanover Park Public Works garage located at 2121 West Lake Street.
Unclaimed property such as bicycles, jewelry, stereo equipment, sports equipment, and auto parts will be auctioned off by a professional auctioneer. All bidders will be required to sign in to participate.

Hanover Park has been named a Tree City USA by the National Arbor Day Foundation. This is the 19th consecutive year Hanover Park has received this national recognition.
The Tree City USA program is sponsored by the National Arbor Day Foundation in cooperation with the USDA Forest Service and the National Association of State Foresters. To become a Tree City USA, a community must have the following four standards: a tree board or department, a city tree ordinance, a comprehensive community forestry program and an Arbor Day observance.
“Trees make a world of difference in our communities,” said John Rosenow, the National Arbor Day Foundation’s president. “Trees have long been recognized for the beauty and value they lend to our homes, neighborhoods, parks, and business areas. At the same time, those trees conserve energy, help clean the air, protect rivers and streams, and provide a home for wildlife in our towns and cities. An effective community forestry program in an ongoing process of renewal and improvement; a program of tree planting and care that continues throughout the years, the Tree City USA award is an excellent indication that there is a solid foundation for that process of improvement.”

The Fiscal Year 2005 budget includes expenditures and revenues for municipal services for May 1, 2004 through April 30, 2005. Nine Public Meetings were held as part of the budget process. Each Village department made a preliminary budget presentation and separate public meetings were conducted for the General Fund and Water and Sewer Fund budgets.
Overall, expenses are 2% less than the prior year budget. However, Operating Expenses are 3% greater. In order to balance the budget, $2.5 million of reserves are utilized to fund major capital improvements.
In the prior year, a budget deficit was identified due to weak economic conditions including a reduction in state-shared revenues. Also, the Village Board identified a goal to hire additional full-time firefighters. The FY'05 budget includes a three component deficit reduction program that addresses both of these budget issues. First, five full time positions are eliminated which, with the hiring of the additional firefighters, results in a net reduction of two full time positions. The number of full time employees decreases from 182 to 180. Also, the annual Harvest Fest is eliminated in 2004.
Second, user fees are increased. Ambulance fees increase to offset additional emergency medical response costs. Property taxes increase less than 5%. Water rates increase 4%, which covers the City of Chicago's water rate increase for Lake Michigan water.
Third, several Motor Fuel Tax eligible expenses are transferred from the General Fund to the Motor Fuel Tax Fund. Street light maintenance, pavement striping and tree trimming will be charged to the Motor Fuel Tax Fund, which reduces General Fund expenditures by $159,000. With this deficit reduction program, the budget is balanced and core mission services are funded. Improved public safety response is the budget priority.
Major capital projects are also funded via bond proceeds or fund reserves. For example, the Lake Street Reconstruction Project continues. The main north commuter parking lot will be reconstructed. Also, the bridge on Arlington Drive East will be refurbished. In the Water and Sewer Fund the Village will complete the final year of a meter replacement program. Also, replacement of 17 police mobile computers is allocated.

Starting Monday, May 3 through May 14, the Village Water Division will be flushing hydrants throughout the Village. The flushing will occur between the hours of 6:00 am and 2:00 pm. Notices will be posted in designated areas prior to flushing.
Residents should not wash laundry during the flushing hours as rust staining of clothing may result. Resident with water softeners are encouraged to check the cycle time of their softeners so that the unit does not regenerate during this period.

During the garage sale season, the Village of Hanover Park would like to remind residents of the following garage sale sign regulations:
No permits are required for garage sales. However, signs that violate the sign regulation will be removed and disposed of by Village personnel. Property owners may receive citations based upon repeat offenses.

Residents are reminded Village ordinance prohibits overnight parking on any designated street between the hours of 2:00 AM and 6:00 AM every day of the week unless otherwise posted. The Hanover Park Police Department will be holding its annual Police Auction on May 15, 2004. This auction will be held jointly by the Hanover Park and Bartlett Police Departments and will begin at 9:00 AM; previewing will start at 8:00 AM.
The auction will be held in the Hanover Park Public Works garage located at 2121 West Lake Street.
Unclaimed property such as bicycles, jewelry, stereo equipment, sports equipment, and auto parts will be auctioned off by a professional auctioneer. All bidders will be required to sign in to participate.
All sales are final and all items are sold "as is" with no guarantee.

Maxwell Street, the Village’s semiannual community garage sale and flea market, will be held Saturday, May 15, 2004 in the commuter lot at Lake Street and Barrington Road. This event will take place from 9:00 AM to 4:00 PM.
Spaces are allocated on a first-come, first-served basis with a limit of two spaces per vendor. Applications for spaces are available at the Village Hall. Each space is 9 feet wide by 18 feet deep for $15.00
Sale of live animals is prohibited. Absolutely no food products can be sold without Village approval.
Maxwell Street West provides a great opportunity for people who have items they would like to sell but do not want to have a garage sale!
Items sold range from collectibles to garage sale bargains! Stop by and enjoy a fantastic day of shopping.

The Hanover Park Village Brush Pickup Program will take place in April. The following are procedures for residents to follow to comply with the program.
Brush can only be set out two days prior to 7:00 am on your pick up day. Please do not put brush out after 7:00 am on the first day of your collection cycle. Hold it for the next scheduled pickup. The Village incurs considerable cost returning to an area to collect brush set out after the first day of the collection cycle. It may take more than one day to pick up all the brush in a designated area. If brush is not picked up on the first day, it will still be picked up.
April 5
Area 1: Streets north of Lake Street and west of Barrington Road.
April 12
Area 2: Streets north of Lake Street and east of Barrington Road
April 19
Area 3: Streets south of Lake Street and north of Lawrence Avenue

Construction News Update
STAGE 1: MARCH TO MID-JUNE 2004
The first stage will reduce traffic to one lane in each direction and be
relocated onto the existing eastbound and temporary lanes of U.S. 20
while reconstruction takes place on the westbound side. Turn lanes
will be provided at intersections where there are signals.
However, at all side streets and driveways, there will be a common left
turn lane for both directions of traffic.
STAGE 2: Mid-June to Mid-September
2004
Stage two will immediately follow with traffic transferred to one lane
in each direction on the westbound side of the roadway and the
reconstruction on the eastbound lanes. Turn lanes and a common
left lane will be included.
STAGE 3: Mid-September to October
31, 2004
Stage three will immediately follow with traffic transferred to outside
lane in each direction. At this time the reconstruction of the
medians shall take place.

With the warm weather comes the construction season. Work continues on the Lake Street Reconstruction Program. Lane closures for the reconstruction began March 2, 2004. The lane configurations will be as follows:
The above configuration will result in traffic congestion. Residents should adjust driving schedules and routes to accommodate the anticipated traffic delays.

This past fall, the Hanover Park Police Department hosted its sixth annual Citizens Police Academy. This program serves as a link to constructing a working partnership between the police and the public. Twenty residents participated in the program. They were exposed to various aspects of police work including organizational setup, operational functions, the officer selection process and hiring requirements, academy training and the Field Training Officer program. Also highlighted were crash investigations, traffic stops, officer safety and occupant control issues. The program also provided an introduction to the Investigative Division including an overview of the investigative process and evidence collection. Participants completed several practical exercises simulating actual traffic stop scenarios, baton techniques, and three crime-scene exercises.
The Gang Tactical Unit and Police Canine Units provided explanations of their duties along with demonstrations. The class became familiar with the Police Department’s Crime Prevention and Community Relations Division. They received an overview of the DARE and GREAT programs, COPS Days Picnics, National Night Out and PACT (Police and Children Together) Camp.
A dinner and graduation ceremony was held upon completion of the program. Graduates are now eligible to become members of the Citizen Patrol.
