TopVillage of Hanover Park Announces Train Horns Silenced on Canadian National Line
    Release Date: April 24, 2006

Effective May 15, train horns on the CN line through the Village of Hanover Park will no longer routinely sound horns at highway/rail grade crossings. This permanent ban applies 24-hours-a-day except in emergency situations.

In 1994, Congress enacted the Swift Rail Act requiring the sounding of locomotive horns at all highway/rail crossings. However, the Act also provided that the Federal Railroad Administration (FRA) would develop rules to implement this mandate while also taking into account the concern of communities to protect residents from excessive noise.

In June 2005, rules implementing the Swift Rail Act became effective. Since then, seven communities have been working together, with support from the DuPage Mayors and Managers Conference, to silence train horns on the CN line. As a result, a New Quiet Zone stretching twelve miles from York Road in Elmhurst to Jefferson Street in Hanover Park was created. The Quiet Zone covers twenty-four crossings in Elmhurst, Villa Park, Addison, Glendale Heights, Carol Stream, Bloomingdale and Hanover Park.

According to Acting Village President Robert Packham, "We’ve always been concerned about railroad noise in our community. The CN line has been the source of complaints for many years."

These communities were able to quiet the train horns because the FRA rules allow the substitution of other safety measures that offset the increased risk that would occur when the train horns were silenced. In this case, the use of barrier curbs at several crossings created significant safety improvements that more offset the loss of train horns.

"This will be a big improvement for our community," Acting Village President Packham said. "Residents have lived with this nuisance, being awakened at night or disturbed in their home, for many years. That will change on May 15."

TopHanover Park Celebrates Arbor Day and Tree City USA Award
    Release Date: April 24, 2006

Hanover Park has been named a Tree City USA by the National Arbor Day Foundation. This is the 21st consecutive year Hanover Park has received this national recognition.

The Tree City USA program is sponsored by the National Arbor Day Foundation in cooperation with the USDA Forest Service and the National Association of State Foresters. To become a Tree City USA, a community must have the following four standards: a tree board or department, a city tree ordinance, a comprehensive community forestry program and an Arbor Day observance.

"Trees make a world of difference in our communities," said John Rosenow, the National Arbor Day Foundation’s president. "Trees have long been recognized for the beauty and value they lend to our homes, neighborhoods, parks, and business areas. At the same time, those trees conserve energy, help clean the air, protect rivers and streams, and provide a home for wildlife in our towns and cities. An effective community forestry program in an ongoing process of renewal and improvement; a program of tree planting and care that continues throughout the years, the Tree City USA award is an excellent indication that there is a solid foundation for that process of improvement."

This year, the Village is planning an Arbor Day Ceremony on April 28 at 10:00 am at Albert Einstein Elementary School. A special tree will be planted in memory of former Village President Sonya Crawshaw and the 21st consecutive year the Village of Hanover Park has attained Tree City USA recognition from the National Arbor Day Foundation and the Illinois Department of Natural Resources. This event is open to the public.

LifeSource Blood Centers will be visiting the Hanover Park Village Hall on Wednesday, March 22nd from 2:00 pm to 8:00 pm.

Blood, commonly referred as the "gift of life" truly is just that. Blood carries gases, nutrients and waste products through the body.  Blood also fights infections, heals wounds and performs many other vital functions.  We all need blood to survive.  There is no substitute.  Volunteer blood donors are the only source for people who need it.

LifeSource has informed us that all blood types are urgently needed to help return the blood supply to normal levels. Please consider giving blood on March 22nd.

You can sign up in advance by calling Heather Nelson at (630) 372-4254 or via email.
