On Thursday, September 6, 2007 at approximately 10:00 am, Hanover Park Police Officers were called to the 2100 block of Lake Street in Hanover Park on a report of a found body. Upon arrival, Hanover Park Police Officers found the deceased body of a thirty one year old male.
The Hanover Park Police Department immediately initiated an investigation into the incident with assistance from the Major Case Assistance Team. At this time the incident is being investigated as a homicide.
The VICTIM is a Hispanic Male, Thirty one years old, 5ft 4 inches tall and approximately 130 pounds.

The Village of Hanover Park and the Ontarioville Art and Music League will hold its Inaugural Fine Art Fair Sunday, September 16, 2007. The juried fair runs from 10:00 am to 5:00 pm and is located at Jubilee Park on Ontarioville Road in Hanover Park.
Local artists, including several from Hanover Park, will display "affordable" fine art ranging from watercolor to beads and glass. Live drawing portraiture will also be available.
Entertainment will be provided by We II, Don and Anita Komorski of A & A Music Academy, and the Hanover Park Park District Dance Troupe.

As a result of the severe storms that hit Hanover Park, Illinois, on Thursday, August 23, 2007, the Governor of Illinois has declared both Cook and DuPage Counties as State Disaster areas. This declaration does not provide financial assistance to our jurisdiction. However, it is a first step in a process that may lead to a request for a Federal emergency or disaster declaration.
The DuPage and Cook Counties of Emergency Management are requesting documentation of damage in the community.
The Village is preparing preliminary damage assessment forms, which document instances in which your residence or business in Hanover Park has suffered significant damage.
To report this damage, you may call Public Works at (630) 372-4440 or come to the Hanover Park Public Works office at 2121 W. Lake Street, Hanover Park. The times for reporting this damage are Wednesday--August 29 from 8:30 am to 4:00 pm; Thursday--August 30, from 8:30 am to 4:00 pm and Friday--August 31, from 8:30 am to 12:00 pm.
You should be prepared to supply the following information:

The Village of Hanover Park responded to 3.25 inches of rain during a ten hour period August 23, 2007. This rainfall and time equates to approximately a 10 year storm.
Public Works, Police and Fire Departments responded. Over 50 calls for downed trees and 40 calls for localized flooding were received. During the height of the storm, crews monitored the Lake Street and County Farm Road viaducts to assure the motoring public could pass safely. Contractual tree-trimming contractors were retained to remove parkway trees from residential structures. Public Works crews removed limbs from public right-of-ways to assure safe passage. The Village worked with Commonwealth Edison to identify downed power lines. Approximately 25% of the Village did not have power. Most areas have since been re-energized.
The Village has scheduled an emergency branch pick-up program beginning Monday, August 27, 2007. Residents are encouraged to place trees and branches curbside for collection. Crews will begin curbside collection 7:00 am Monday morning.
The Village stands ready for additional rain. If required, Community Emergency Response Team (CERT) members will be called for traffic control.
Despite the torrential rain, the Village's storm sewer and wastewater treatment systems performed property. Village Officials want to thank residents for their patience and public employees for their emergency response.

The investigation identified a person of interest in the shooting who had fled the area and was being sought by the Hanover Park Police Department.
On Saturday, August 18th, the sixteen year old male was apprehended by the Hanover Park Police and charged with one count of Attempted First Degree Murder.
The victim has been released from the hospital

Emergency medical treatment was initiated at the scene and the victim was transported to an area hospital for treatment of his non-life threatening injuries.
The Hanover Park Police Department immediately initiated an investigation into the incident, and was assisted in the investigation by the DuPage Major Crimes Taskforce.
The investigation has identified a person of interest in the shooting who has fled the area and is being sought for questioning by the Hanover Park Police Department.

Officers will be looking for alcohol and drug impaired drivers.
Hanover Park Police announced today they will be conducting a Roadside Safety Check (RSC) in Hanover Park on Saturday, September 1, 2007. The RSC will be a joint detail with the Illinois State Police District Chicago. The safety check will occur from 10 p.m. until 3 a.m. Federally funded programs will hire back some of the officers to work the RSC.
"Troopers working RSC will be watchful for alcohol and drug impaired drivers, however, enforcement action will be taken in the event other violations are observed, such as: drivers license offenses, equipment violations, insurance violations and safety belt violations," said Illinois State Police District Chicago Captain Peter Negro.
The RSC is funded through a grant from the United States Department of Transportation, National Highway Safety Administration and administered by the Illinois Department of Transportation, Division of Traffic Safety.

The Village of Hanover Park will be holding a public information meeting regarding a proposed bike path project sponsored jointly by the Villages of Hanover Park and Schaumburg. The meeting will be held Monday, August 13, 2007 at 7:00 pm in Room 214 of the Hanover Park Village Hall located at 2121 W. Lake Street in Hanover Park. The proposed bike path will be constructed primarily on the Natural Gas Pipeline (NGPL) easement and will run from Kingsbury Drive at the west end to Atcher Park at the east end.
The purpose of the public information meeting is to describe the project to adjacent property owners and to receive public comment.

The Hanover Park Police Department is now taking applications for its annual Citizens Police Academy. Classes will be held at the Hanover Park Police Station every Monday night from 6:30 pm until 9:30 pm beginning Monday, September 17, 2007 through Monday, November 19, 2007. The Citizens Police Academy is designed to give volunteer participants a first-hand look at the various aspects of police work.
The Citizens Police Academy is an opportunity for citizens to gain insight into the duties of police officers, while providing responsible citizens with comprehensive knowledge of police operations, practices and objectives. Participants in the Academy learn how they can help keep the community crime free and become resources for improved community/police involvement.
Participants will gain in-depth knowledge about the criminal justice system, the operational guidelines of police agencies, ways to resist crime, and how to take appropriate security measures. The Academy is taught by Hanover Park Police Officers.
Hanover Park residents interested in participating in the Citizens Police Academy must be at least twenty-one (21) years of age and will need to complete an application form and pass a criminal background check. The Citizens Police Academy will be limited to twenty (20) participants per class and will culminate in a graduation ceremony.

William Gamlin, President, and Robert Wachsmuth, Secretary, representing the Chicago Chapter of the Academy of Certified Hazardous Materials Managers presented Hanover Park Village President Rodney S. Craig and Fire Chief Craig A. Haigh with a two checks, one in the amount of $1,200 from the Chicago Chapter and one in the amount of $500 from the National Academy of Certified Hazardous Material Managers to be used to equip the Village’s new Citizen Emergency Response Team (CERT) emergency rehabilitation vehicle.
An average of 100 U.S. firefighters dies annually in the line of duty. 45% - 50% of these deaths are due to cardiac related events that are triggered by heat stress associated with fire suppression and the utilization of chemical protective suits. The heat stress impacting firefighters causes massive dehydration, substantially elevated core body temperatures, reductions in cardiac output and changes in the body’s electrolytes and chemical processes. The detrimental effects of heat stress can be minimized through on-scene rehabilitation that focuses on core body temperature cooling, rehydration, medical monitoring, rest, and calorie replacement.
In an effort to assist the Fire Department, the Hanover Park CERT members agreed to begin providing on-scene firefighter rehabilitation. CERT members underwent an intensive 24-hour University of Illinois Fire Service Institute training program focused on:
CERT members who completed the training will staff the Fire Department Rehab Vehicle and respond to major incidents to assist the department.
The funds received from the Certified Hazmat Materials Managers will be utilized to purchase core cooling chairs and supply the CERT rehab vehicle with the initial stock of perishable supplies.

The Village of Hanover Park is pleased to announce the 2007 Community Appearance Award Program. This program recognizes residents who put in extra effort maintaining and beautifying their property. Judging is based on creativity and overall property appearance.
All Hanover Park residential properties are eligible for this program. Two categories are recognized: single-family and multifamily. Please indicate the sections of the property to be judged when nominating a property.

The Hanover Park Police Department will be hosting a free COPS Day Picnic at Heritage Park (Arlington Drive and Santa Anita) on Wednesday, June 27, 2007 from 5:00 pm to 7:30 pm The event will feature Parky the Clown, the Lovely Miss Dena face painting, arts and crafts and children's games. Hot dogs, chips and soft drinks will be provided. This is the tenth year of COPS Days picnics and these festivities are geared for the entire family.

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to the Village of Hanover Park by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive annual financial report (CAFR). The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.
This award is presented to Joan M. Rock, Assistant Finance Director.
The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.
The GFOA is a nonprofit professional association serving approximately 16,000 government and finance professionals with offices in Chicago, Illinois and Washington, D.C.
The Village of Hanover Park first received this award in 1984 and has received it for the last 16 consecutive years.

Since 1990, the Alliance Against Intoxicated Motorists (AAIM) has conducted an annual survey of Illinois police departments to determine how many DUI arrests they make and to give recognition to the most productive departments and police officers.
The Hanover Park Police Department has ranked in the AAIM top ten police departments for the second year in a row. Hanover Park is ranked 6th in the state in 2006 with 418 DUI arrests compared to the previous ranking of 8th in the state in 2005 with 380 DUI arrests.
"More DUI arrests in the Northwest and South Suburbs and in DeKalb and Will Counties don’t necessarily mean there are more drunk drivers in those regions than in the rest of the state," said Charlene Chapman, Executive Director of AAIM. "It does indicate a more active enforcement effort targeting DUI by those departments compared to other departments."
The Hanover Park Police Department continues to place a high priority on removing impaired drivers from the roadway and arresting them. Police Chief Ronald Moser attributes this year’s accomplishment to the cadre of motivated, professional police officers employed by Hanover Park and the emphasis the department places on the arrest of impaired drivers. Hanover Park has also seen a reduction in traffic crashes during the same period. Chief Moser stated DUI arrests will continue to be a high priority in the future.

On Wednesday, May 8th at approximately 9:00 pm, Hanover Park Police Officers were called to the area of 3746 Merrimac Ln. in Hanover Park on a report of shots fired. The subsequent investigation has revealed the following:
At approximately 8:00 pm on May 8th, a fight broke out among adult male friends who were gathered at 3746 Merrimac Ln., resulting in serious injuries to one of the men. The victim left the Merrimac address and summoned the assistance of some of his friends, who returned to the Merrimac address with a sawed off shotgun. As the group approached the address on Merrimac, the resident fired one shot from a pistol at the group of men approaching. One of the men approaching the residence fired one shot from the sawed off shotgun.
No one was injured by gunfire in the exchange.

Bradford Pear Tree was in memory of the late Irwin A. Bock, Village
President (1997-2006) and Village Trustee (1985-1997).
Acting Village President Robert Packham presented a proclamation to Carol Bock honoring her late husband and recognizing the 22nd consecutive year Hanover Park has been named Tree City USA by the National Arbor Day Foundation.
The Tree City USA program is sponsored by the National Arbor
Day Foundation in cooperation with the USDA Forest Service and the
National Association of State Foresters. To become a Tree City USA, a
community must have the following four standards: a tree board or
department, a city tree ordinance, a comprehensive community forestry
program and an Arbor Day observance.

Hanover Park has been named a Tree City USA by the National Arbor Day Foundation. This is the 22nd consecutive year Hanover Park has received this national recognition.
The Tree City USA program is sponsored by the National Arbor Day Foundation in cooperation with the USDA Forest Service and the National Association of State Foresters. To become a Tree City USA, a community must have the following four standards: a tree board or department, a city tree ordinance, a comprehensive community forestry program and an Arbor Day observance.
"Trees make a world of difference in our communities," said John Rosenow, the National Arbor Day Foundation’s president. "Trees have long been recognized for the beauty and value they lend to our homes, neighborhoods, parks, and business areas. At the same time, those trees conserve energy, help clean the air, protect rivers and streams, and provide a home for wildlife in our towns and cities. An effective community forestry program in an ongoing process of renewal and improvement; a program of tree planting and care that continues throughout the years, the Tree City USA award is an excellent indication that there is a solid foundation for that process of improvement."
This year, the Village is planning an Arbor Day Ceremony on April 27 at 10:00 a.m. at Hanover Park Fire Station No. 1 located at 6850 Barrington Road. A special tree will be planted in memory of the late Village President Irwin "Irv" Bock, and the 22nd consecutive year the Village of Hanover Park has attained Tree City USA recognition from the National Arbor Day Foundation and the Illinois Department of Natural Resources. On Wednesday, April 10th at approximately 4:30 pm Hanover Park Police Officers were called to the area of the Horizon School at 1701 Greenbrook Blvd in Hanover Park. Staff members at the school reported to police that two male teenaged subjects had been seen near the school playground area handling an object that appeared to be a pistol. The two subjects spoke to a school staff member, stating that they had been target practicing on cans in a nearby forest preserve area with a BB pistol.
The subjects then left on foot prior to the arrival of police.
The school staff secured the school as a precaution until responding police officers arrived and determined that no current threat to the school occupants existed. Police Officers searched the area and found no evidence of a weapon at the scene.

The Hanover Park Police Department made 418 DUI arrests in 2006. This amount represents a 10% increase over calendar year 2005 when the Hanover Park Police Department ranked 8th in the State of Illinois for DUI arrests. The number of DUI arrests is the Department's highest total in the past fifteen years.
The Hanover Park Police Department continues to be committed to removing impaired drivers from Village roadways through aggressive enforcement of traffic laws. Through these preventative efforts, the Village of Hanover Park has experienced a significant drop in traffic crashes for the second year in a row.

The Hanover Park Village Brush Pickup Program will take place in April. The following are procedures for residents to follow to comply with the program.
Set-Out Time
Brush can only be set out two days prior to 7:00 am on your pick up day. Please do not put brush out after 7:00 am on the first day of your collection cycle. Hold it for the next scheduled pickup. The Village incurs considerable cost returning to an area to collect brush set out after the first day of the collection cycle. It may take more than one day to pick up all the brush in a designated area. If brush is not picked up on the first day, it will still be picked up.

The Hanover Park Police Department’s 2006 Part I crime rate has dropped 15% from the previous year and 25% since 2003. The Part I crime rate is the benchmark used by the F.B.I. to determine crime rates in cities and villages.
The Police Department attributes the significant decrease in Part I crimes to a number of factors including a proactive approach to seek out criminal activities and take measures to reduce crime. "The reduction has occurred in part because our police personnel have been paying particular attention to emerging trends," said Hanover Park Police Chief Ron Moser. The Police Department employs a crime analyst whose job it is to forecast these emerging crime trends and patterns. Based on the crime analyst’s information, plans and strategies are then devised and implemented to prevent or reduce crime. Police Officers aggressively put these plans into action.
The Hanover Park Police Department will make every effort to reduce the Part I crime rate even further in 2007.

On Friday, January 27, 2007 the Village of Hanover Park held its seventh annual Awards Night. Acting Village President Robert Packham, Village Trustees and the Village Clerk presented awards and recognized a host of Village volunteers and others who serve the Hanover Park community.
Among the awards presented were the 2006 Humanitarian Award, Citizen of the Year, Youth of the Year, and Business of the Year. Also recognized were Village Committee members, Community Emergency Response Team (CERT) members, the 2006 Appearance Award winners, and businesses who have contributed to the Village’s Corporate Partnership Program.
Each year, the Village of Hanover Park
presents the Hanover Park Humanitarian Award to an individual or group
who has served the community through humanitarian efforts. This year's
award went to former State Representative Terry Parke. Mr. Parke was a
member of the Illinois House of Representatives from 1985 to 2007. He
has a B.S. Degree in Education from Southern Illinois University and has
received multiple awards including "Legislator of the Year." Acting
Village President presented a plaque to Mr. Parke in recognition of 22
years of dedicated service and his many significant contributions to the
Village of Hanover Park.

proudly presented the 2006 Citizen of the Year Award to Phil McBride.
Mr. McBride represented Hanover Park's CERT program by responding to a
federal request for aid in Florida for those affected by hurricanes. He
is a long-standing member of the Village's Development Commission. Phil
McBride has worked with numerous organizations which promote social
harmony in the community. All of these activities are free of prejudice,
discrimination or intolerance. Many of these activities are focused upon
services which benefit less fortunate families or children.
This program is designed to recognize and encourage excellence in the young people of Hanover Park. Each year young people are judged on heroism, community service, service to school, personal achievement and family commitment. And, each year a high school senior is selected as the Hanover Park "Youth of the Year". Applicants are judged by Village Elected Officials. The runner up, receiving a $500 scholarship, is Philip Watkins (Hoffman Estates High School). The 2006 Youth of the Year is Cailey Momsen (Bartlett School) who received a $1,000 scholarship.
