Maintenance Regulations
In order to protect the health, safety, and welfare of our citizens,
the Village of Hanover Park establishes minimum standards for all
property within the Village and a process called code enforcement to
maintain these standards. For more information call the Police

The Curb Appeal Program begins in April each year. Village
Community Service Officers (CSOs) visit neighborhoods in the Village,
looking for property maintenance code compliance. The exterior of
each home as well as the yard is inspected. If violations are
found, a CSO will try to make contact with the property owner to explain
the violations and help to find solutions. If there is no
response, a door hanger is left as a reminder. Contact the CSO's
telephone number on the door hanger for information.
Violations
The following numbers correspond to those on the violation notice.
The numbers in parentheses are code citations. This is a summary
of regulations. All regulations or complete descriptions of
violations are not included. For complete definitions,
descriptions, or exceptions to the regulations, you may review the
actual Code at Village Hall in the Village Clerk's Office.
- Garbage containers must be less than 35 gallons and 70 pounds with
tight-fitting covers. (13-1)
- Garbage containers are not allowed in front yards. (13-2[8])
- Garbage containers are not allowed in corner side and side yards,
unless screened. (13-2[8])
- Garbage containers cannot be set out earlier than 5:00 pm on the
night before collection and must be removed within 24 hours after
collection. (13-2[3]) (During a holiday week, the collection day
is one day later, after the holiday.)
- No garbage, refuse, landscape waste, rubbish, or building
materials are allowed in front, corner side, or side yards. (13-2[9])
Stacked firewood is allowed in corner side and side yards.
Necessary building materials pursuant to a valid building permit are
allowed in any yard.
- Grass must be maintained to less than 8 inches in height (14-71)
- Compost piles (13-3[11]) must:
- have no obnoxious odors;
- be less than 5 feet in height and 100 square feet in area;
- be located only in rear yards, except corner lots, then in side
yards within 20 feet of the rear yard.
- Must be structurally sound and in good repair (PM 303.7), the
proper size, and in the proper locations. (27-6.1.2g) Examples
include:
- Detached garages
- Sheds
- Fences
- Deck/Patios
- Pools
- Stairs and handrails (PM 304.10)
- Must be properly maintained. (PM 303.3)
- Snow must be removed within 24 hours after a two-inch or more
snowfall. (22-98)
- Gravel driveways are prohibited. (7-23.1e)
- Inoperable vehicles (including unlicensed vehicles) may not be
stored except in a garage or under a commercial vehicle cover (in good
condition). (7-27[i])
- Vehicle parts or accessories (covered or uncovered) may not be
stored on a driveway, in the front, side, or corner yard, or in the
area between the dwelling and those yards and any off-street parking
area. (7-27[o])
- Detached snow plows may not be stored on driveway surfaces except
between November 1 and April 30. (7-27[o])
- No outside major automotive repair work, such as overhaul or body
work, can be performed. (7-27[iB])
- Standing or stagnant water is not allowed (including pools).

- The filling of drainage swales is prohibited. (18-21)
- Must be maintained in good repair without holes, loose or rotting
materials, peeling paint, or graffiti. The surface should be
intact and properly painted without missing bricks or mortar. (PM
304.6) This includes:
- Walls
- Soffit
- Fascia
- Roofs must be free of leaks (PM 304.7)
- Shingles must be in good repair, not worn or missing. (PM 304.7)
- Gutters and downspouts must be in good repair and free of
obstructions. (PM 304.7)
- Must be in sound condition, good repair, and weather-tight. (PM
304.14)
- Must be without cracks or holes in glazing materials. (PM
304.14.1)
- Must easily opened and held in position by window hardware. (PM
304.14.2)
- Screens are required for open doors or windows used for
ventilation. (7-27[k])
- Must be properly maintained in good repair.
- Locks must secure the door.
- Not less than three inches high.
- Visible from the street.
- In numerals only.
- Illegal sign. (3-4)
- Illegal home occupation. (27-6.6.5)
- No building permit where required. (107)
- Failure to exterminate. (PM 307.1)
- Graffiti prohibited. (7-27j)
