2020 brought the unexpected. The Community & Economic Development department worked to strengthen connections with and to support our existing businesses and our residents. New website pages were created with news of COVID-19 resources for both – businesses and residents, a business assistance program provided free signage and marketing assistance, and the Business Matters e-newsletter was expanded to send timely information. The Village reviewed several large public and private development projects in 2020 including: - The Village Center Streetscape – A new plaza and park for community events, sidewalks, landscaping, lighting, and ‘streetscape’ for pedestrian comfort have been installed. Residents will be able to enjoy the well-designed public open space year-round.
- New Commercial development at NEC of Lake & Bartels – The Village Board approved a preliminary plan for the demolition of a portion of the existing building, with a 3-lot commercial development. Final plans are awaited, to be followed by new construction.
- New Townhomes at Wise & Farmstead – Village Board approved a preliminary plan for a 20-unit townhome development (pictured above) on the property east of the Olde Salem Shopping Center. These 2-bedroom townhomes will have 2-car attached garages, an office, and extra storage.
- NWC Lake & Gary – Earthwork began for a new 3-lot subdivision with a 200,000+ square foot industrial building to the west, a gas and diesel fuel center, and a retail building along Gary Ave. The developer will install a new ‘Welcome to Hanover Park’ sign at this gateway location.

On January 1, 2021, the state’s minimum wage will increase from $10.00 to $11.00. The progressive rise was passed on February 19, 2019 and contained these provisions: - New employees 18 years and older may be paid up to 50 cents less per hour for the first 90 days of employment (training wage).
- Employees under 18 years who work less than 650 hours for an employer during any calendar year may be paid at the rates on the chart enumerated above but are not eligible for the “training wage” reduction.
- Beginning, January 1, 2020, if a worker under 18 years of age works more than 650 hours for the employer during any calendar year, they must be paid the regular (over 18) wage.
- Tipped employees may be paid 60% of the hourly minimum wage.
- Certain employees must be paid overtime, at time and one-half of the regular rate, after 40 hours of work in a workweek.

2021 Standard mileage rates
Beginning Jan. 1, 2021, standard mileage rates for the use of a car (also vans, pickups or panel trucks) will be: - 56 cents per mile driven for business use, (down 1.5 cents from the rate for 2020),
- 16 cents per mile driven for medical or moving purposes for qualified active-duty members of the Armed Forces, (down 1 cent from the rate for 2020), and
- 14 cents per mile driven in service of charitable organizations (unchanged).
Notice 2021-02 contains the optional 2021 standard mileage rates, as well as the maximum automobile cost used to calculate the allowance under a fixed and variable rate (FAVR) plan. The on-line Interactive Tax Assistant which answers general tax questions, including helping to determine if a type of income is taxable or if someone is eligible to claim certain credits and deductions.
Changes to income and other life events and other tax credits and deductions may mean more money in a taxpayer’s pocket; thinking about eligibility now can help make tax filing easier next year. Taxpayers may qualify for credits like the Child Tax Credit and Child and Dependent Care Credit. Taxpayers whose dependent does not qualify for the CTC might be able to claim the Credit for Other Dependents. Additionally, low- to moderate-income taxpayers may qualify for the Earned Income Tax Credit.
